Description

This events occurs when a "spectation research" is canceled by player or through SAIL.

Exported Values 

SpecResearchCancel(lab, percentage_done)

lab - identifier of lab which was told to cancel spec research
percentage_done - integer in range from 0 to 99; tells how far the lab was with the "spectation research"
